Richterich (1972) first put forward needs analysis model of foreignlanguage teaching. It was first used in the teaching of ESP (English for SpecificPurposes), pointing out that how to meet the foreign language learners in the languageenvironment of the communication needs of the series category, which weresubsequently used in determining the specific language of ESP teaching contents andobjectives. Cohen (2000:390) pointed out that needs analysis could be used tounderstand students' requirements of teaching, analyze students’ achievement in theweak points in foreign language teaching process and identify problems in order todraw their attention.

The goal ofvocational education can be summarized as follows: first, vocational education is totrain the builders of socialist modernization, pioneering, with innovative spirit andsense of social responsibility, morality, intelligence, aesthetics, etc. The graduates willbe comprehensive talents of applied technology and high skills. Second, vocationaleducation is to train the successors of socialism, who are required to study theories ofgreat thinkers of Marx Lenin, Mao Zedong thought, Deng Xiaoping Theory and theimportant thought of "Three Represents", adhering to the scientific outlook ondevelopment, becoming a special talent with morality, culture, discipline, technology,management knowledge and business operation.
