Because of the breakout of the World War I and II, thousands of people died, and many countries were conquered and destroyed by the other more powerful countries. Many realists think that the current world is unstable and disordered, and every country shall do its effort to get balance in the economy and military compared with the other countries, which means the balance of power. Thus, the peace can become the reality and the war can be avoided.
In the twentieth century, Hans Morgenthau, perhaps the most important classical realist, set out his philosophical basis of modern realism—where the root of desire to dominate is seen as human nature. He stated and clarified Six Realist Points:
(a) Man is governed by law rooted in human nature. Men challenge these laws at the risk of failure.
(b) Interest is defined in terms of power (as economics is under stood as wealth) and stands apart from other spheres of inquiry like ethics, aesthetics and religion. Maintenance of power is important; motives and ideological preference are not so important.
(c) Interests dominate actions and may combine people if they converge, or divide if they differ. Interests constantly change with respect to economic, security, and domestic political situations of a state.
(d) The moral significance of a political action must be weighed up before any action is taken. But successful action is not about morality or justice.
(e) The international system cannot have the aspiration of one nation as a set of moral rules for all.
(f) Realism is about power. Action is measured against the power of a nation/state/government. Moral, legal, strategic factors are subordinate to power interests.
Hence, he drew his conclusion that in the international anarchy, and in the world where the states struggle for power, survival is the core of the national interests and the lowest objective of foreign policy of one state. So, the balance between these states is one of the most effective methods to restrain the power. But the effect of balance of power is dependant on the international recognition for restoring the important function of diplomacy. Politics system can be established accordingly.
From the 1960s, realism was criticized because it was thought as not being able to account for major differences among states, and it always saw the international politics with the static way. So the neo-realism was born. It stills maintains a focus on power but argues the international system imposes structural constraints on states, and that regimes shape state behavior. It wishes to set up some organizations to manage international affairs. Thus, the states can achieve cooperation in a realist sense.
After the end of Cold War, John J.Mearsheimer, Professor of Chicago University of USA, combined the power politics theory of classic realism with the structural theory of neo-realism, and put forward the “offensive realism” in his book “The Tragedy of Great Power Politics” .
