USA's Intelligence and Policy in Iraq War

Intelligence can be defined as a value-added product, derived from the collection and processing of all relevant information relating to client needs, which is immediately or potentially significant to client decision-making. It is also a process, incorporating a continuous cycle of tasking, data collection, collation, analysis, dissemination and feedback for a specific task. Intelligence is the result of applied research and analytical process. A foundation must be provided to ensure that intelligence is produced and applied correctly. This philosophy sets out what intelligence is, for whom it is produced, and why it is needed. It also sets out the principles and processes that provide the foundation for all intelligence activity. The intelligence agencies shall provide the specific, consistent, accurate, and clear information at hand, including the nature of the threat, location, and threat time frames.

However, in Iraq War, it seems that although the intelligence agencies in America cannot provide the accurate, complete and consistent intelligence, the policy makers of America arbitrarily use such intelligence to launch the Iraq War for implementing their policy of Iraq. Soon，Saddam Hussein was overthrown. But the reconstruction of Iraq is a formidable task, accompanying the continuous violence confliction and blood events. After the Iraq War, The number of persons dying in Iraq has continued to escalate with each year. It is estimated that ‘the 654,965 persons have died as a consequence of the conflict’.  The overall scale of death from the beginning of the war, and the constant rise in mortality, clearly demonstrates that the United States and other legitimate armed forces are not adequately providing security, and indeed that everyday insecurity is increasing for most Iraqis. In a 30-page National Intelligence Estimate completed in April, 2006, it concluded that “the war in Iraq has become a primary recruitment vehicle for violent Islamic extremists, motivating a new generation of potential terrorists around the world whose numbers may be increasing faster than the United States and its allies can reduce the threat.”  The people of Iraq don’t get the desired peace and security. On the contrary, to some extent it seems more deteriorated. Hence, it is necessary to review the policy and intelligence of America in Iraq War to prevent the similar things happening.
