its determination of the character and direction of the curriculum in primary and secondary schools, namely it requires this curriculum obey the basic line of China at the primary socialist stage, serve the socialist modernization construction and promote the students’ full development in the overall and characteristic qualities. Particularly, there are both unity and variety in the objective requirement of this social factor on the curriculum development of the primary and secondary schools. The unity requires that all the students at the same age have an overall development in the basic qualities including morality, intelligence, aesthetic working skill, health, psychology, etc, so as to reach the basic requirement of the developed country. The diversity requires that the school at a higher level and productive department at different regions should have different special requests in knowledge and ability for the students of primary and secondary schools, especially those students who are experiencing division development. Thereby, the curriculum design of primary and secondary school of China should not only fully reflect the overall requirement of the society, but also mirror its partial requirement properly.
