I. Introduction
From the point of quantity, China is rather rich in energy resource. But actually, the energy resource per capita is rather poor. The coal reserve per capita of China is only half of the average level of the world. Furthermore, the petroleum reserve per capita is only 11.6% of the average of the world. It is 2.9 tons, just equals to the petroleum consumption per capita per year of USA.
On the other hand, the energy efficiency is very low. The average energy consumption per 10,000.dollars GDP is 2.97 toe for OECD countries Japan is the lowest country with a energy efficiency of 1.61 toe. It is 14.29 toe for China, about 3 times of the average of the world.
China has achieved a great economy success in recent years. With the development of economy and the improvement in the life quality, the traffic demand rapidly goes up and the demand for high quality communication can not be avoid. At the same time, the auto industry has become the pillar industry of China. It has laid down a solid basis for the rapid increasing demand. The population of private vehicles jumps up. The efficiency of transportation system declines with too many vehicles running on the insufficient road infrastructure. The fuel market is short. That is the problem.
II. China’s urban road transport development and energy consumption
After the opening, with the success in the economy, the urban road transport has experienced an all-sided rapid increase. To sum up, the present urban road transportation shows some clear points as listed below.
1. Rapid increase in vehicle population
As it shown in table 1, the total vehicle population reached 16.08 million with an average increase speed of 11.3% in 1990’s. In some cities, the growth speed even beyond 30%. Among those, the increase of passenger car is very noticeable. Before the end of 1990’s, the mini-car had been the main force to hold on the increasing tendency. After the restrict policy on the minibus in some big cities, sedans especially private cars replace mini-bus to be the leader in the tide and this tendency will be continued and strengthened in the near future.
