Introduction
As we know, China shifted its economic system from a planned economy
to a market economy in the 1980s. From the point-of-view of a small, typical

town, I will critically assess current CEDs in China, especially ones particularto Xian He town, because of its noted successes in the area and its initialreliance on nationalized corporations in its move away from older, traditionallyindustrial cities. Also, from such case study I hope to meaningfully comparemany of the successful and unsuccessful experiences of the region—indeedas a model of China’s CED—with instances of CED in Canada. In particular, Iwill focus on the relationship between nationalized corporations, local
governments, and CED.Obviously, utilizing existing CED theories to analyze such experiences isboth necessary and vital to my research. Though China’s CEDs have somefairly unique characteristics, there is certainly no point reinventing the wheelhere. I do expect that my research will cross existing models withentirely new,
conceptual prototypes. In order to establish those prototypes, however, I will
have to show considerable knowledge of the extant theories. Only through
such an extensive study will my research of China’s CED policies help peopleunderstand where CED might advance in the coming years in China. Findingways to advance economic development is a hot topic today, and it is certainlymy hope that this research will help point the way to a brighter China fortomorrow.I will break ground for this topic by investigating existing economicgrowth, both in the town and in corporate structures. I will also focus on thecommunity’s framework and how (or if) it has evolved in the shift from aplanned to a free market economy. Common to all extant theory, community isan important element of CED, and community development certainly helpsdetermine the direction and duration of economic development. Therefore,Lu

community, community culture, and leadership models will also feature largelyin my study, because each is an important cornerstone toward establishingcommunity.In MRE, I choose the small region Xian He town, because its economyhistorically relied on nationalized corporations, and the community’s membersare comprised mostly of the corporation’s employees. In China, a lot of citiesor towns share a similar fate, and many likewise attempt to develop the local
economy through corporate intervention. Therefore, Xian He town presents us
with a perfect sample and mold through which we can assess the successes
and failures of current policies. Moreover, Xian He town was built partly
because of its proximity to important resources, so it also presents us with
policies that are both particular to planned cities and important to free market
