Tamil Nadu to fix minimum wages of domestic workers

The government of Tamil Nadu is considering fixing minimum wages for domestic workers to ensure that the workers are not exploited. Karnataka precedes Tamil Nadu, whichholds the distinction of being the first state to fix minimum wages for domestic workers,including housemaids. A committee comprising of representatives from the Labour Department,employers, domestic workers and activists has been formed to fix a fair minimum wage fordomestic workers. Activists emphasise the need for wide consultations with domestic help beforedetermining minimum wages. However, before a final decision is taken, the following issuesneed to be tackled:

Different work-hours at different households. If their pay is calculated based on a fixedamount for eight hours' work, they are likely to end up getting paid very little.

Factors such as the number of people in a house, the area of the house and the nature ofwork, have to be taken into consideration.

Some tasks would demand more physical exertion. Different pay-scale should be fixeddepending on the rate of physical exertion.

Central government likely to converge NREGS with other rural development schemes

The central government is likely to converge its National Rural Employment Guarantee

Scheme (NREGS) with similar rural development schemes, as it is expected to generate moreemployment avenues. The government is contemplating bringing out convergibility guidelines tostrengthen the scheme to ensure livelihood to the rural masses. The Planning Commission, whichis working with the Ministry of Rural Development to finalise the guidelines, argues that theproposal will help the government meet demands for a hike in wages under NREGS and increasein the number of ensured employment days.

The guidelines would allow funding a component of one scheme from another. For instance, for building a house under Indira Awas Yojana (IAY), the labour component could beprovided through NREGS which will facilitate generation of more employment avenues withoutmuch additional burden on the government exchequer. Also, the government is contemplatingraising the grants under NREGS by at least 50%.

PMEAC recommends creation of Unemployment Fund
