The rural farmers and many inhabitants on the outskirts of the borders fail to benefit from the international aid that is given to them due to the interception of the aid from officials, warlords, even drug traders. The Afghan population is very aware of this and corruption will have to be eliminated on all levels.
Another factor to consider is the reestablishment of a legitimate government. President Karzai and his office need to establish a nationwide, consistent and solid military force. Even with the International Security Assistance Force (ISAF), there is still widespread insecurity across the country. At the local level, an assembly of a unified law enforcement agency needs to be created. I believe the key to this part will have to be a set of extensive laws that pertains to all, no matter who you are or what rank you hold. This is important to note, due to the fact that residents see the local law enforcement as unethical and corrupt. Bribery is so wide-spread at the moment, on every level of government, that Afghans will not have a chance at a stable nation if they do not have an authentic government set in place. Along with extensive laws, the head officials will have to gain much needed self-confidence. They will need a president and head of military that will, together, join forces and establish command, against whoever or whatever stands in there way of forming a peaceful nation.
To the committee, I leave you with this final thought. In the past few decades, Afghanistan has been inundated with a surplus of corruption, insufficient security, non-existent trust and an apprehensive, if not fearful, government system and leaders. With this in mind, I still believe Afghanistan and its people might be able to recover with the right factors, and people, in place. With the 2014 elections on the horizon, and the exiting of foreign troops by 2014, a change in Presidency, the right Presidency, could set the country on the right path to recovery. With a self-confident and assertive government in place, great things could happen. These new leaders must educate themselves with the tools that they have been given. They will need to earn the trust from their citizens and establish a legitimate armed forces division that was unified nationally. With these tactics set in motion, corruption could be removed and security could be reestablished, opening up possible corridors for gas pipelines and legal trading routes. This could lead this country out of its poverty-stricken state and into a more prosperous, unified nation.
