1. Introduction
1.1 An overview of budget hotels in China

On the one hand，it has abroad developmental prospect; however, on the other hand，it also exposes many serious problems in the process of development. How to cope with the intense market competition? How to construct the budget hotel to guarantee its healthy，fast and stable development? These are all the problems we have to deal with. Therefore，we should be clear about the connotation and the characteristics of the budget hotel，analyze the problems during its development situation，and finally find the solutions.

In order to promote the orderly and sustainable development of Xinjiang Uyger Autonomous Region’s budget hotel and to unify the development condition of the domestic and foreign budget hotel，this article summarizes the characteristics of the budget hotel and attempts to give the budget hotel a preliminary concept; analyzes budget hotel social and market conditions to develop the budget hotel; and proposes counter measures and suggestions for the development.

Budget hotel nowadays is one major direction of development in China’s hospitality industry. This is especially the case in the western areas where economic conditions are not as good as that in the eastern cities. According to statistics, by the end of 2007, China has had more than 1,600 budget hotels and meanwhile, the number in western areas exceeds to more than 500. The main budget hotel chain brands such as Star of Jinjiang, Home Inn, Motel, Super 8, Sunny Youth Hotel, Joy Inn etc. all have business branches in western provinces.

In Xinjiang Uyger Autonomous Region, the domestic budget hotels still dominate the market. Actually, the development of budget hotels in Xinjiang is so important that it is considered as the main direction for the development of hospitality industry in this area. Though, budget hotels in Xinjiang have comparatively a short history, the pace for development is very fast and they are playing an important role in attracting travelers from outside, serving as a pillar for the development of tourism in Xinjiang Uyger Autonomous Region.

The 20 years’ development on China's tourism industry is the stage when the hospitality industry in China adapts to that of the foreign countries customers. Firstly, it is to develop international entry tourism, then the domestic tourism, and further the development of international outbound tourism.
