reduction in the prices of international fiber optic transmission capacities arising from the capacity glut that resulted from the collapse of internet bubble in 2000 (Dossani & Kenney, 2003). This availability of cheap and reliable communication technology and services enabled the growth of offshoring industry at an overwhelming pace.
The internet, along with the developments in online collaboration tools and technologies, has also played a major role in this growth. Offshore vendors located in developing countries are just a click away and easily accessible by firms in the developed countries, planning to undertake offshoring. Apart from making the communication process easier, the internet has also enabled remote monitoring capabilities, allowing clients to keep a check on the quality and performance of offshored activities. For instance, with the help of call center applications it is possible for clients based in US to remotely monitor Indian call center representatives and assess their performance (Brudenall, 2005).
Another revolution that took place was in the world of documents. During the 1980s, scanners were considered to be expensive and slow equipments, but with rapid improvements in technology, scanners today can digitize large volumes of documents very quickly. Once these documents are digitized, they can be viewed on a computer by a person located anywhere in the world and having access to the necessary technical infrastructure (Dossani & Kenney, 2003). In addition to these drivers, the role of transportation technologies in lowering the
logistics costs cannot be ignored. These technologies have made the movement of goods between countries easier and less costly due to innovative modes of transportation (Jahns et al, 2006).
This rapid development in the field of technology coupled with the explosive growth of internet and digital networks has revolutionized the way firms conduct their business. It has made possible, electronically, the design, development, marketing, buying, selling and delivery of information related products and services globally. The advancement in technology, especially IT, has made it possible in information intensive industries such as banking, media, publishing, insurance, professional and technical services and R&D to unbundle and separate the production and consumption, thereby allowing these services to be produced in one location and consumed in another (Apte & Karmarkar, 2007).
As part of this discussion on offshore outsourcing drivers, it would be appropriate to highlight a key development which provided the vital impetus for offshore outsourcing. During the late 1990s, there was this fear amongst businesses that older versions of computer software codes had the potential of causing considerable issues for businesses when the year 2000 occurred and so these software codes had to be rewritten. This was the Y2K computer crisis – referred to as the millennium bug. This Y2K remediation work was a huge and tedious job and there weren’t enough software programmers in the US to execute this. This resulted in the Y2K remediation work being offshored to places such as India, which had a surplus pool of skilled programmers (Metters & Verma, 2008; Brudenall, 2005; Hirschheim et al, 2004). The Y2K remediation work demonstrated to the businesses worldwide that a combination of a personal computer, the internet and fiber optic co
