Also the new law allows for new preventive benefits including a one-time initial wellness physical exam within six months, screening blood tests for cardiovascular diseases and diabetes screening. 

One might argue that Medicaid is a program designed to provide health care for the poor, but research shows that there are people who fall a bit short from the required levels of income to qualify for Medicaid. 

The U.S. Census bureau historical poverty tables from 1959 to 2002 show that although Massachusetts is not one of the poorest states, it does have a large number of needy citizens. 

These numbers show that uninsured citizens without any medical coverage and preventive health care eventually hurt the state economy and the general health of the population. 

Some people believe that there has to be a way to provide health care and preventive medicine to all the citizens of the Commonwealth. 

On February 18, 2004, there was an article published from the American Medical Student Association. The nation’s largest independent medical student organization praised Massachusetts’s doctors for favoring a single-payer healthcare system. 

A majority of the state’s doctors said that they would be willing to receive a 10% cut in fees in return for less paperwork. The survey shows the tremendous movement that has been made towards acceptance of a universal healthcare system. 

On the March 11, 2004, a Boston Globe article “Mass adopts healthcare rating system,” said that the state has adopted a new health insurance rating system that will give state employees and retirees a discount when they choose low-cost, high-quality hospitals and doctors and charge them more when they go to high-cost, low-quality providers. 

Recently, the Globe reported that nearly one in three Mass residents are putting off doctor visits and other medical procedures because they lack health insurance, or already have medical debt and can’t afford to pay. 

The study urged policy makers to reconsider cuts in public programs, such as Mass Health, which have left many residents without health care coverage. Without preventive care, when these people get older they will be a real burden to the rest of the society. 

Governor Mitt Romney will take a major step to reduce the state’s over reliance on nursing homes, offering 118,000 low-income senior citizens the chance to enroll in an new managed care program that emphasizes primary and preventive health care and extensive services in the home. 

The Romney administration hopes to eventually save millions of dollars in the soaring Medicaid budget by keeping seniors healthy and out of hospitals and nursing homes. The program aims to better coordinate fragmented medical, psychiatric, and social services offered to low-income seniors covered by both Medicaid and Medicare. 

As the cost of hospital care for the uninsured spirals upward, a new report pointed to one of the reasons: The number of uninsured patients statewide has increased by 150,000 over the past two years.
