It can be found that this article talks about something of the ownership as well as the cost of the public transport services. Mr Broad, who is the new chief executive of Infrastructure NSW, is also an economist. In his mind, he believed that the market should be free and the transport services should be provided by the market. That is to say, the private transport services should be taken into account seriously. Here I will explain the perspective of Mr Broad as well as the other perspectives of this issue.

Since the 1980s, the British began the reform of the privatization in infrastructure industries, both developed and developing countries are beginning to infrastructure privatization. Privatization of infrastructure industries has undergone more than twenty years, people have been concerned about the reforms for improving the efficiency of the economy and the impact of reform at the political level (Anderson, 2001), At the mean time, the arguments about such privatization never stop. From the words of Mr Broad, it can be found that he is one of the countless supporters. He believes that if the market drives the infrastructure privatization, then people should accept it. That is the government should reduce the artificial actions to the market. From an economic perspective, infrastructure privatization extends the infrastructure network and also greatly improves the operating efficiency and service quality (Argy, 1998). Besides, it reduces the financial pressure of government and the national socio-economic conditions are also improved. He believes that the one who uses the resources should pay for them. That is to say, more toll roads and congestion taxes may be some of the most useful ways to deal with the transport systems of NSW. That is also one of the classic standpoints of the neoclassical economists.

An alternative perspective on these issues is institutionalism, which provides a very different perspective on public transport from the free market view of Mr Broad (Eggertsson, 1997). There is a most different thing between the neoclassical economists and the institutionalism, which is the neoclassical economists only focus the economic efficiency, while the institutionalisms are more care about the social goals, such as the environment factors, social equity issues and so on. Free market and infrastructure privatization may cause some social problems. For example, the congestion taxes certainly can solve the traffic congestion problem to a certain extent, but at the same time it lead to the a serious social problem, that is the poor may can not afford such heavy cost of daily traffic and the social equity problem appears, which even causes the social stability. So it can be found that the free market can improve the efficiency and stimulate the improvement of the society, but it may bring some instability factors, while totally institutionalism can guarantee the public interest to the greatest extent.
