摘要:教育政策“无能”主要包括两层含义:一是由于问题的特殊性而得不到合理的解决,政府能力、政策选择,政策工具,一定程度上是因为接受的目标群体,因而教育政策有其局限性。然后另一层指的是教育政策制定和实施过程中存在的趋势主观错误,错误的倾向往往是因为人们或太相信理性而盲目执行,或者太过于情绪化,或者某些政府官员急于取得成就,或一些特殊利益的追求,而不是从现实考虑问题。

In the period of tenth-five year plan, Teachers’ Continuing Education School (TCES) of SJD issued 21 documents. I categorized these documents in accordance with their contents, the following data can be observed:

It can be seen from the above table that the documents about teachers training in SJD are relatively comprehensive, specific, and integral from details to general tendency and from plans to examination.

 

1.2 Close reading of the documents

 

The documents issued by SJD about teachers’ further education are relatively small in number, generally classified as four types: policies and regulations; annual plans; implementation organizing; and examination and evaluation. Among them, the documents about policies and regulations and annual plans can reflect the general conditions of the teachers training in SJD and relevant documents are closely read in the following part.
