However, with the increase in immigration, the New Zealand government found that the role of migration in promotion of New Zealand's economy was diminishing, and it even brought new economic problems, such as low skilled immigrants, which was an unfavorable factor of industrial upgrading, and lowered the average wage of local population, pushing up real estate prices and inflation to cause local dissatisfaction. New immigrants are concentrated in the areas of hotel management, retail and elderly care industries, while employment gap in the construction, health and information and communication technologies industries are still not filled. Immigration has not met New Zealand's needs for talents as what has been envisaged originally (Lee, Lusk, Mirosa and Oey, 2016).
The New Zealand government tried to promote economic development by attracting immigrants, but with the increase in immigration, the role of migration in promotion of economy showed the state of a diminishing marginal effect. According to Malthus's demographic theory, the reason for this phenomenon was that the New Zealand government's work in immigration audit, management, training and so on has not escalated with the increase of immigrants.
