1.2   Planning

 

Planning is basically an attempt to coordinate economic decisions making over the long run in order to direct and accelerate development. It is a complex process involving a large number of organizations interacting in the formulation of social and economic policies. It can be at micro or macro level. Planning is,

 

Forward looking which means it refers to a future period

 

Utilization of available limited resources to obtain best possible out come

 

The making of the plan should begin simultaneously at its two ends; at the individual project level, and at the macroeconomic level. Then the results of these two are adjusted with one another.(Lewis W.A. , 1966). Planning has different dimensions such as the sectoral level, provincial level, district level and national level. National level planning is done in accordance with the Macro economic framework.

 

1.3   Process of Planning

 

The essential elements of plan the building process are,

 

Certain objectives have to be achieved

 

Certain assumptions and limitations have to be taken in to account

 

The most efficient solution has to be chosen

 

A development plan may contain any or all of the following parts.

 

A survey of current economic conditions.

 

A list of proposed public expenditure.

 

A discussion of likely developments in the private sector.

 

A macroeconomic projection of the economy.

 

A review of governments policies
