years, China's peanut exports suffered the decline in exports because of disqualified aflatoxin content (Young, 2011, p.1). Thirdly, it increased the difficulty of Chinese food enterprises’ in exploring international market. For example, European Council have specific and stringent requirements for the process of production and processing of meat, poultry and aquatic products to enter into the EU member states, which increases the difficulty for Chinese products to enter into these markets.
In order to deal with food security issues appear in food exports, Chinese government has taken measures in the following areas (Ramakrishnan, 2007, p. 219). The measures include the requirements for representativeness of samples for detection, inspection of export foods of each batch before export and pre-shipment inspection, the forbidden situation of shipment without inspection and anything carried secretly in China’s Import and Export Commodity Inspection Law, which can ensure the whole quality of food for export; the provision of strictly implementation of the lot number identification system in Rules of the Origin for Export Goods to ensure the traceability of export foods; punishment for export enterprises’ violating regulations and daily supervision systems towards export enterprises’ production, which are provided in Unlicensed and banned procedures, China’s industrial product production license management regulations, etc.
Referring to the above-mentioned measures that the government has taken, based on other people’s theory, I put forward my ideas on how to treat the food security problems for better food export. Li et al. (2011, p. 1621) wrote in their works that improving food enterprises’ level of health and safety is a long way to go, which requires lasting work tirelessly of all aspects, such as the government, management of enterprises and the various departments of the enterprises. Therefore, I think that according to the status quo of China's food exports, it should first of all raise the awareness of the management of food enterprises in China for quality of healthy food production, which can resolve the three problems mentioned in the second paragraph. Then, China’s relevant departments should formulate laws about that enterprises which do not meet relevant regulations will not be allowed to register, food enterprises which are not qualified in regular inspection will be cancelled its registration qualifications, these laws can also punish the export enterprises with illegal production behavior to deal with the above-mentioned three problems in the second paragraph. Finally, for various departments of export enterprises, they should strengthen the supervision of the management of the health of the corporate storehouses, the health management of packaging materials, the detection of toxic and hazardous materials will also be strengthened.
In sum, as mentioned in the second paragraph that problems in China’s food security will affect the image of products exported to other country to bring bad effects to its food exports. On the basis of other scholars’ theory, I bring forward the recommendations on how to deal with the problems. By doing that, problems in food production and processing, the seriously overweight of harmful residues in agricultural products, the use of low-grade materials and toxic substances can be stopped in export enterprises and unqualified products will not be sent abroad.
