The active participation in the international multilateral mechanism, therefore, makes China play an increasingly significant role in the global economy. However, things always go neither good nor bad. Facing the changeable international stage, opportunities and challenges live together. In what follows is a brief review of challenges met by China.
Weida He (2001) discusses how can we face and address the serious industrial security problems after China entry into the WTO, in which he says that China should at first adjust the industry structure and should convert from labor-intensive to technology-intensive to meet the demand of globalization. Zhan Jing (2005) gives a further analysis on tracing China's agriculture-trade after accession to the WTO and counter measures took by the government. Since China's agriculture was regarded as the weakest industry after entry into the WTO, the negotiations about this area are especially the most difficult. Based on the advantage of cheap labor, the problem of low quality for most of the China's labor-intensive agricultural products still exists, which makes it difficult to meet the demand of the international market. To address this issue, China must speed up the building of the agricultural products quality standard system, and gradually solve the technical barriers from rich countries. Zhan uses Lan Haitao's (2003) trend value comparison method to investigate the actual change of China's agricultural trade after entry into the WTO. With green barriers increasingly strengthened, China's agricultural exports have been seriously affected. Ma Jinjun (2007) analyzes the reasons why Chinese agricultural exports encounter the green barriers. Originally, China is a large agricultural country, for which the agricultural exports have been one of the main sources of its export. At the beginning, China is expected to promote export growth with its price advantage and to apply the WTO regulations to reduce restrictions on Chinese agricultural products after joining the WTO. But for the green barriers, in fact trade deficit for China's agricultural exports even occurs. China's agriculture-trade has been strongly obstructed. Actually, many countries, especially for developing countries, would cause trade frictions with its trade partners because of the green barriers in doing international business, and many even turn into a trade war since with intertwined impact among various economies.
1.2 The Upgrade of Trade War Between China and Other Countries
With the trend of China's multilateral trade gradually becoming better, many problems and drawbacks occur. Earlier in 2001, just before China's imminent accession to the WTO, Japan took emergency import restrictions against three kinds of Chinese agricultural products. Thus a trade war between China and Japan broke out. It is obvious that both China and Japan were damaged during that trade war. According to Jiang Xiaomei's (2001) analysis, China not only reduced the foreign exchange, but also paid a high cost to adjust its agricultural industrial export structure. As for Japan, it was estimated that the trade volume of the green onions and other two agricultural products which were exported from China to Japan was 24 billion yen, while the Japanese car and other industrial goods
