Inaddition, CEF and ELP can lend plenty of insight and inspiration to the improvementof CECS and SECS.


1.2Concept Definition概念
In terms of curriculum standards, there are different appellations for it indifferent countries. Tn Japan people call it "Study Guide Outline"; in Germany, it iscalled ”Teaching Program" or "Syllabus"; in Britain, "National Curriculum" is used;in America, it is referred to as "Syllabus"; while in China, it is the concept"Curriculum Standards" that has been in use. Therefore, before targeting researchobjects, it is necessary to define and unify the concept of curriculum standards.Curriculum standards are a set of rules or guidelines that reflect the goals of aneducational system or community and the overall goals often include theimplementation of ways to increase student achievement through various forms oflearning. As is stated in Curriculum for Basic Education Reform Compendium (Draft)in 2001 by the Ministry of Education, setting basis for syllabus construction,curriculum designing, textbook writing, language testing, assessment, and the like,curriculum standards should reflect the basic requirements placed on aspects likelanguage knowledge and skills, procedures and methods, affect, attitude, and value forstudents of different stages, meanwhile formulate the nature, objective, and contentframework of curriculum, and also provide suggestions for teaching, learning,assessment, and textbook writing. It is an important framework document in thewhole curriculum reform system of education for PreK-12 students. Englishcurriculum standards play a significant role in areas like foreign language educationpolicy,socio-cultural development, research on linguistics and applied linguistics,teacher professional development, and especially have a direct profound influence onthe practice of curriculum, pedagogy and evaluation. The textual quality of curriculumstandards has a direct impact on its effectiveness in practice.Though different countries or regions attach different appellations for"Curriculum Standards”,actually the essence and content framework are shared bythe documents. In the research of this thesis,it makes no difference between theconcepts "Study Guide Outline", "Teaching Program", "Syllabus", or ”NationalCurriculum", and all the four documents involved in the research are referred to as"Curriculum Standards". For the sake of convenience, they are called as CECS, SECS,CEF,and ELP.


1.3 Relevant Studies相关性研究
In a broad sense, English curriculum standards are of great influence to foreignlanguage education policy, socio-cultural development, research on linguistics andapplied linguistics, teacher professional development and specifically play asignificant role in guiding syllabus construction, curriculum designing, textbookwriting, language testing, assessment and so on .
