Chapter One Introduction
1.1 Background of the Research
The CPC Central Committee, the State Council issued "the decision on deepeningreform, push forward all-round quality education", in 1999. The decision pointed out pushingforward all-round quality education must stick to be for all students and respects theirphysical and mental development so as to make them development lively and actively. This isnot only an inevitable trend but also a necessary requirement of the humanistic trend ofthoughts to the development of human being.The core of the quality-oriented education is people oriented. The new curriculumconcept proposes to face all students in English teaching, highlights personality developmentof students and advocates the teaching form of experience and participation. Facing squarelythese effects that brings out owing to the differences in ideology and morality, behavioralhabit and psychological quality of students, the teacher adopts the hierarchical teaching formin terms of teaching students in accordance of their aptitude. The teacher adjusts teachingplan properly to play the subjective initiative of students. It has instructive and referringmeaning to vocational schools in which exists a big difference between students.Since mid and late of 1990s the development of vocational education has met manydifficulties and setbacks. It presents that the quality and quantity of enrolment gradually hasdecreased and improving education and teaching quality that is facing many difficulties tovocational education. So does my school. At the moment, how do vocational schools develop?How do students receive good education? How do vocational schools make graduates adaptto social situation and realize the truly value of vocational education. As the important way ofimparting knowledge to students, teaching method play a great role in schools’ all-rounddevelopment and students’ personal development.

1.2 Significance and Purpose of the Research
Firstly, the hierarchical teaching adopted in English teaching is beneficial to improveEnglish level of students and make all of students learn what they want, and also raise theirlearning confidence. Secondly, adapting the hierarchical teaching is in favor of enhancing theclassroom efficiency. The teacher gives different teaching targets and exercises to differentlevel students so that they could learn something and gain much success. In this way, therelationship of teacher-student could get optimization. Thirdly, preparing the lesson, theteacher has estimated potential questions in advance in each hierarchy and he is fullyprepared. Doing so, make practical teaching goals clear and improve classroom teachingcapacity.
