1 Introduction

1.1 Background
3G is the 3rd generation mobile communication technology, which is also named international mobile telecommunications-2000, it is cellular mobile communication technology support to high-speed data transmission, and can transmission sound and information, the speed can more than several hundred Kbps. Actually the communication technology has experience 1G、2G(CDMA), then development to 3G, the different between 1G、2G and 3G are 3G has higher speed data transmission, it has three standards, which includes WCDMA(Europe)、CDMA2000(USA)、TD-SCDMA(China). In2000, the International Telecommunications Union(ITU) made sure the four mainstream radio interface standard, includes WCDMA、CDMA2000、TD-SCDMA and WIMAX. As the development of 3G, China also development the 3G business, the China’s telecommunication industry also in the rapid development stage, but due to the Fixed-line telephone business is gradually shrinking, the 2G business difficult to meet the increase telecommunication speed and business demand. At the sometime, the telecom operators of China cannot full service operation due to the policy, the high speed development of mobile communications made the China Mobile dominate the market.
