Cost reduction will occur if greater number of overseas student enrolled yearly and with present barriers of college entrant into education sector – ROI for capital employ (£2M) government required. That also mean that any new college entrants has to come in on a classical, quality, hype promotion for recognition in order to achieve low cost levels of training against already established universities and colleges. such a scale is risky.
3.1.2. The Capital Requirement of Entry:
Entry into education market in UK involve a major investment, for example the private equity syndicate management must have a reserve capital of £2m in the bank excluding other capital for premises/building, equipments and tool investment in technology and other college research. The ability to raise such finance and the risks associated with such outlays of capital may deter new entrant into the market.
3.1.3. Access to the Market:
There are more means of reaching overseas student market that involved initial colleges quality planning ,good website, high standard quality prospectus, set up overseas office at target countries, advertisement at target countries, marketing quality of education to mention few, all this come at a cost, time and resources involvement and effective output.
3.1.4. Customer or Supplier Loyalty:
It is difficult for a new college to break into the education industry aiming at overseas student market and that the new college have to compete with establishment and known institutions. Words of mouth reputation of establish institution will overshadow new entrant.
3.1.5. Experience:
Early entrant that is already established and known institutions in education sector gain experience sooner than the other, these give them advantage in terms of cost, knowledge base, reputation and loyalty.
3.1.6. Cost Disadvantage :
When an establish institution known the market well, has the confidence of major customer base, has invested heavy on infrastructures to serve the market and has specialist expertise, it become downturn task for new entrant to gain a foot-holed in the overseas student market.
3.1.7. Expected Retaliation:
If a new college considering entry the education sector in UK believes that the retaliation of an existing institution of higher learning will be as great as to prevent entry or means that the entry will be too costly, these is also a barrier.
3.1.8. Legislation or Government Action:
Legal restrain on competition vary from country to country, to regulate of market, new policy on establishing colleges and universities –TIER4 Point Based System (PBS).
3.1.9. Differentiation:
This means the provision of education quality service regarded by the intending overseas student/strategic customer (is the person(s) at whom the strategy is primarily address because they have the most influence over which education services purchased) as higher perceived value than the competition.
