1. Introduction 介绍

In the political circumstances of the People's Republic of China, the most crucial parts of the Central People's Government is consisted by three interlocking branches of power, which are the State Council, the Communist Party of China, and the People's Liberation Army. And of these three departments, the State Council directly overviews a diverse number of subordinate People's Governments in the provinces, at the same time, it in practice holds a close relationship with the highest levels of the Communist Party of China, mastering the most significantly strong power.在人民中华民国的政治情况，最关键的部件由中央人民政府由三个环环相扣的权力部门，这是国务院，中国共产党和人民解放军。而这3个部门，英国作业国务院直接综述一个多样化的数下级人民政府政府在各省，同时，在实践中保持与中国共产党的最高水平密切的关系，掌握最显著强电源。

The State Council of the People's Republic of China, having the same meaning as the Central People's Government (especially in consideration of all the local governments), is the highest executive organ grasped State power since 1954, as well as the chief administrative authority of PRC. It is occupied by the Premier and includes the responsible officers of every governmental department and agency.
The premier minister of the State Council is appointed and changed by the president minister, reconsidered by the National People’s Congress (NPC). Other fellow-members of the State Council are also nominated by the premier minister, rechecked by the NPC or its Standing Committee, and appointed and removed by the president. Currently, the council has totally 35 members: the premier, one executive vice premier, three vice premiers, five state councilors (of whom two are also ministers), and 25 additional ministers and chairs of major agencies.[3] In the State Council, a single term of each office is five years, and incumbents cannot be reappointed after two successive terms.的州立理事会，中国人民共和国，在相同的含义，作为中央人民政府的政府（尤其是在考虑当地所有政府）的，最高行政机关掌握了国家政权，自1954年以来，以及在首席行政权力的中国。它是被占领的总理，包括每一个政府部门和机构的负责人员。
