Human rights is a deeply internalized norms in the West. Through the development of norms, it creates mean and standards. Afterward, it shapes western gvernment and international institutions's view over the world and change their interest and identities.
As disucss, the process of norm internaliztion is a step by step process. Human rights is first evlove as an idea, and than the law establishment, it takes more than hundreds of years to achieve today's staus. The peace of development in different state are more or less affected by it's own political, economical, historical and cultural background.
To Beijing, Western human rights pressure seems designed to compromise its legitimacy and this threat might otherwise be considered normal disputes on issue like trade. This raises the concern of interveting other's internal affais. In fact, China and Norwary relationship is jeopardizing. After the award anncancouncement, China had cancelled all meetings at political level, including the ministerial-level meeting with Norergian fisheries minister and a cabinet level political meeting, which also raises concern of the negotiation of free trade agreement between China and Norway. The tense relationship even extends to the cultural exchang level that Chinese authorities also called off a Norwegian musical performance in Beijing.
China had also pressurng the European governments to avoid the Prize Ceremony, and sent official letters to European embassies asking them not to attend the ceremony. The Chinese media keep critize the Norwegian Nobel Committee and describe the Prize as a political tool of West and claims that the decision had violated to the principal of the Peace Prize.
Nevertheless, the norms, values and ideas did interplay with power. Though the Nobel Peace prize also has some power and political implications, like attempted to affect government's actions. The prizes award to dissidents also endowing them a new status, like Andrei Sakharov (Soviet Union) in 1975 and Aung San Suu Kyi in 1991. Though Ming Wan (2001) claims that China may probaly weaken the importance of human rights in the negotiation table with the western countries by its economic power.
Conclusion
Even China's human rights condition is bad, but progress had made. Obviously, the Nobel Peace Prize could not change China's attitude towards human rights overnight. This is expected that the prize may be a powerful boost for China's human rights development since the Tiananmen crackdown in 1989. By such a controversy debate, peoples awareness inside and outside China would rise. This would worsen the case if the Chinese government insists to block and censor the related news in the newspaper and on the internet.
After all, the prize does empower and raises the awareness to Liu's voice. Individual could make a change. LIU, as an individual, became China's symbol of human rights struggling and Charter 08 also becomes the central document of the movement.
