constructs new knowledge, skills and capabilities over time. In order to enhance business productivity in a global market, learning needs to be continuous and regularly updated. To compete and achieve businesses will increasing need employees that are agile and flexible to changing market needs. 

 

Conclusion and Recommendations
The CIPD welcomes governments focus on higher level skills. We believe that this is as crucial as the understandable focus on lifting the basic skills attainment within the workforce. However, we are concerned that this document has missed the relevance of the vital roles of management and Leadership, CPD and indeed the experience of professional bodies in achieving a higher skills vision. The CIPD therefore recommends:
increased recognition of the need to increase higher level skills of people managers and leaders
increased recognition of the role of professional bodies in developing higher level skills
increased recognition of the importance of Continuous Professional Development (CPD) and lifelong learning.
