One major challenge that must be met is the carbon emissions and carbon footprint that the Agency has. This is starting to be addressed through a rehabilitation project that is currently being carried out in one of the protected areas where there has been a degradation of the thicket biome. There is great interest in entering the carbon market and to this end; a contract is in draft form to provide carbon credits to an overseas Agency through the planting of Portulacaria Afra which has proven carbon sequestration abilities. Further options are being explored to enter the formal carbon market through the Clean Development Mechanism (CDM).
The Eastern Cape Parks and Tourism Agency needs to explore the issues of the carbon market further; this will strengthen the environmental pillar of the “triple bottom line” and will provide the Agency with much needed revenue in the medium to long term through offsetting carbon to developed countries. A second issue to be explored is the question of eco system services payments – the end user pays for the efforts of conserving the natural systems that provide clean water to persons downstream. Payment for ecosystem services will also strengthen the Agencies resource base and must be developed over the short to medium term as this has long term benefits to the Agency. These two initiatives will not only improve the environmental pillar but also the social and economic pillars of the Agency and will therefore improve the overall resilience of the Eastern Cape Parks and Tourism Agency and Tourism Agency.
Risk assessments have been conducted in the protected areas and the twenty top risks to the organisation have been identified. A revised business strategy has been developed and implemented by the organisation and its mission, vision and values have also been revised to meet the challenges of the organisation. Sustainable development is paramount to the organisation and must be achieved without compromising the organisations mandate of biodiversity. The precautionary principal should be applied to all processes that the organisation undertakes to ensure that as an organisation the correct decision are made to prevent a loss of biodiversity and ecological systems.
