Partnership between HRM and Line Managers ---Devolution of Responsibility in Multinational Enterprises in China
Chapter One: Introduction
Human Resources Management (HRM) is a management behaviours,based on corporate strategic objectives with a series of measures of the work of analysis, human resource planning, staff recruitment, performance appraisal, salary management, staff incentives, training and development of to, and ultimately achieving enterprise Development goal to improve labour productivity.
And Line manager refers to the manager of departments such as financial, production, marketing and other functional department. Every line manager is a manager, which shoulder the responsibilities of the completion of the sector objectives and sector management.Line manager plays an increasingly important role in the modern human resources management, which are most understanding of the department's work and the staff situation. If they can accept the modern human resources management, and consciously combined with their long-term goals, continuously to improve their management skills to master and use of human resources management methods, enterprises will glow. Difference from the human resource manager, the line manager refers to the human resources management in this sector within the framework of tasks around the sector, including incentives for staff, communication, empowerment, training,. Therefore, human resources management is not the duty of just the Human Resources Department, whoever organized, there are human resources management. The development of HRM just enters into China less than a decade, so it is still in an initial stage. There are many misunderstanding in different areas of HRM, especially in the role and responsibility of line manager and HR specialist. Because of this, the conflict could be occurred which would be formed an obstacle to the relationship between HR specialist and Line manager.
What is difference between the perception of Line Managers and HR Managers in accordance to devolution of responsibility in HRM practices? Is there any significant difference between the perception of Line Managers and HR Managers in accordance to the HRM practices of their respective companies? What is the relationship between the human resource management and the line management? How do we make a partnership between HR specialists and Line managers that the balance of their responsibilities? How do multinational companies in China regard human resource management? The dissertation takes the HRM in multinational enterprises in China, especially in city of Beijing where mixed the policy and economy as a whole to research the relationship between the human resource management and the line management?
