Introduction
Human resource management (HRM) means that the actual and potential workforce quantity and quality in a certain condition of time and space. Under the guidance of humanistic theory and economics and according with the recruitment, training and selection, compensation management, organizations use human resources effectively. The purpose of HRM is to meet current and future development of the organization and make sure organizations to achieve objectives and develop members in maximization. In another word, the process of HRM is to forecast human resource demand and organize human resource demand plan, to recruit and select personnel  for effective organization, to evaluate performance and give effective incentive, to combine with the organization needs and individual needs so as to develop the optimal performance effectively. In this essay, it will analyse the NZP international case. Jim Flinn(the CEO of Russia company) is proposing to give Zagorski the same organisational and people management systems as those utilised by NZP in its New Zealand and USA operations and has asked Natalie(a newcomer to NZPs headquarters) for her views on his proposals. So firstly, this essay will analyse the situation. Following this, it will make some advice for the proposal made by Jim.

Conclusion

To implement the organisational and people management systems into line with those of JKL in New Zealand, it need to consider the coming external environment of the Russian enterprise and study whether ready to make the preparation for technology, talent and psychology. Therefore, the NZP international company must handle the relationship among absorption, Reference and innovation and grasp the new trend of development of enterprise management when changing the structure of the Russian company. The key lies in the management of the balance between centralization and decentralization.
