1 Research background
Under the context of globalization, many small-and-medium-sized enterprises (SMEs) are clearly aware of that gaining and maintaining talents is the key advantage for enterprises’ survival and development in the drastic transformational world environment. Human resource is not only as the core Proposal 代写 crucial factor of deciding the survival and development of enterprises but also the first resource and special resource for the enterprises. Human resource management as an important part of strategic management is increasingly obtaining attentions from the enterprise managers (Mieke, 2010). In the economic globalization process, what SMEs face are rapidly changing customer needs, rapid development of technological innovation, and unstoppable global economic integration. SMEs competitive advantages, like sales channels, technology, and so on, will be short-lived effective for a longer survival and development (Lain & Andrew, 2010). If a SME want to keep in an invincible position in the fierce competition surroundings, it has to adopt a scientific and rational human resources management strategy for the organization’s development. Therefore, to comply with the requirements of world economic globalization, SMEs must promote human resource management to a strategic level.
