Chapter One Introduction


1.1 Importance of Developing Pragmatic Competence
由于英语课程标准(2011年),这是在2011年12月颁布,并将于2012年9月实施,当今世界正处在大发展,大调整精神发展趋势,世界多极化,经济转型期的国家全球化和信息技术。作为一个和平的国家和发展中国家,中国承诺的一个重要的历史小姐离子和国际责任和义务。英语作为使用最广泛的语言之一,已成为国际文化交流及在科学和技术的一个重要工具。要学习和使用英语起着重要的作用,在吸收人类文明成果,学习国外先进的科学技术,促进中国和世界之间的相互了解。在义务教育阶段英语课程可以提高中国在所有国家质量和提供创新和跨文化交际能力,提高国家的国际竞争力和国际交际能力的人才培养奠定了坚实的基础。
As the English Curriculum Standard(2011), which is issued in December 2011 andwill be implemented in September 2012, states that the world today is undergoing greatdevelopment and adjustment in the transformation period showing the developmentaltrends of world multi-polarization, economic globalization and information technology.As a peaceful and developing country, China undertakes an important historical missionand the international responsibilities and obligations. English being one of the mostwidely used languages has become an important tool of international and culturalexchanges in science and technology. To learn and use English plays an important role inabsorbing the achievements of human civilization, learning from foreign advancedscience and technology, promoting mutual understanding between China and the world.In the stage of compulsory Education, English curriculum can improve China’s overallnational quality and lay a solid foundation for cultivating talents who are provided withinnovative and cross-cultural communication competence, enhancing the country’sinternational competitiveness and international communicative competence.
Compared with the Standard of English Curriculum (experimental draft) issued by2001, the new edition more clearly describes the purpose of English curriculum, that is,in the process of developing the students’ integrated language skills, we should payattention to cultivating students’ abilities in good moral character and social adaptation,to improving the whole national quality and to promoting technology innovation andpersonnel training in cross-culture. In other words, the English course is no longer asimple tool, but possesses the dual nature of the tool and the humanity which studentscan broaden their horizons, rich life experiences, form a cross-cultural awareness.Meanwhile it gives teaching suggestions which teachers should create a variety ofcontext close to their real life, and provide them with enough opportunities to use thelanguage in the real context. This again emphasizes the importance of actual use oflanguage in context and highlights the importance of pragmatic competence in intercultural communication. It is generally known that pragmatic competence is animportant constituent in the model of communicative competence. There have been moreresearches studied by linguistic scholars and teachers at home and abroad since 1980.
More than thirty years have passed since pragmatic competence was first introducedto China, many books have been published on this topic every year, and a number ofscholars put more emphasis on studies on learners’ pragmatic competence. As pointedout in Ran Yongping (2006:198), the main purpose of language learning and foreignlanguage teaching is to cultivate and improve learners’ actual use of language towardsthe target language, especially pragmatic competence. This is a core problem concernedby foreign language teaching, language learning, second language acquisition andpragmatics.
