4.3.4 Behavior of going against purpose of public welfare occurs frequently
The purpose of establishment of the Red Cross is to devote itself to public welfare, providing relief to vulnerable groups and providing public goods to the society (Blood, 2004). However, with the development of the organization, the organization and personnel gradually develops towards a bureaucratic direction, eventually leading to that its public welfare goals were replaced by raising funds for the organization itself or even profiting for the staff themselves. It is mainly reflected in the following areas: first, the over-consumption of the staff, including luxury office facilities, using public funds to eat and drink, using public funds for travelling. Second, the information disclosure is not timely, non-standard, and sometimes it is even unreal, which seriously affects the public trust of the Red Cross. Third, the management lacks scientific and rational planning for long-term development of the organization. As the management is appointed by the government and their term varies, affecting the continuity of organizational decision-making, which is prone to have 'short-sighted' behavior. The management are more willing to be engaged in 'performance projects' which can achieve results within a short term, such as vigorous rescue activities which pays attention to the forms and ignores the content, ignoring long-term planning work that the Red Cross needs in terms of their own construction, public trust building, self-regulatory mechanisms and oversight mechanisms.
4.3.5 Brief summary
In short, the internal supervision was not perfect, the appointment and dismissal, the decision-making are undemocratic, the accountability mechanism was not perfect, which made the behavior contrary to the public purpose occurs frequently, thus the public thought that if there were problems occur, the Red Cross was unlikely to deal with in a timely manner, the appointment and dismissal mechanism was not improved, and there was low possibility of timely detection and punishment towards disciplinary offenses, and the public believed that the Red Cross was less likely to carry out charitable activities according to prescribed procedures and laws.
