1. Introduction

 

Perhaps the most striking characteristic of the first decade of the twenty-first century is the arising influence of new media, which is not being refined to the political ideological sphere, but has expanded into the everyday settings on every citizen in a democratic society. However, aside from promoting the transparency of political process, the new forms of media are also https://www.51lunwen.org/mediamanagement/ being used by the government to facilitate its propaganda scheme. As the collecting, processing and selective publishing of news and press information are mostly under the control of governmental censorship and publishing giants, it is hard to say to what degree the new media has promoted or degraded the level of public democracy. As it would normally be assumed, the dynamic between the two factors, public relationship and public democracy is reciprocal, meaning public relations initiated by governmental authority and media agencies deploy certain means to sway public opinion on democratic issues, and also public democratic forces possess the collective strength to help shape public policies and governmental decisions. However, this could happen only in an idealized Utopian society. In fact, what occurs in the real world often involves with controversy, conflict of interest and asymmetric of power or justice. This essay will explore how public democracy is being affected by the management of public relations and how the scenario could be altered under the context of an new media era.

From the liberal point of view, media has its own decision-making power as media functions to promote public concern, reflect public opinion, expose the wrongs within government bodies, and helps to build up political communication, in the service of democracy promotion. However, the inherent flaws of the media industry, such as its ever-concentrated ownership, overpowering manipulation of news reporting, as well as its over-reliance on governmental source, are threatening the traditional media channels as reliable, objective agencies. Because of that, public relations on behalf of the government can often manipulate the media to mobilize the public for support through the approach of propaganda, especially in times of conflict or war. Therefore, bias, over-simplification, omission, distortion and inaccuracy in the media coverage can be a frequent occurrence. Now the era of new media promises a more objective, interactive mechanism in the distribution of news information. The prevalent use of new media is taking on the role to act as a mediating balance among the traditional media monopoly, the restricted government source and the public who needs to be informed as it should be in a democratic society.
