lines for the administration of the IP Policy; and
Define rules for revenue sharing if the commercialization of IP generates income
The reason we are suggesting that the universities should make the above mentioned transparent policies is that when we analyze the universities of advanced and developing countries of Asia we find that such policies are explicit that’s why their university industry collaboration is well balanced.
5.3 Training Personnel for U-I Collaboration
Considering the Asian universities (especially Japan and China), it was observed in the past that they suffered greatly from the lack of trained individuals who were capable of handling the complex and multidisciplinary work associated with U-I collaboration, they required personnel with a good deal of business expertise who could handle the administrative and business work associated with U-I collaboration and technology transfers.
Now coming towards Pakistan we think that such trained persons would also be required if Pakistan wants more rapid and smooth U-I collaboration, such personnel should have both an understanding of science and engineering and knowledge of the law, particularly concerning the management of IPRs. These individuals must also understand how two different communities, the academic and the business, operate, and for this purpose we propose that certain institutions needs to be developed that would create such persons. This has been done in China in the past, so if Pakistan is successful in doing so in the coming time than it would be very beneficial for U-I collaboration.
5.4 Motivating Industries by Providing Tax Credit or National Rating Numbers
Similar to the case of tax concession in Australia, and tax credit in USA, a policy should also be initiated in Pakistan that would help motivate the industries to build relation with the academia. Furthermore, a National Rating System for the industries should be introduced that would rank industries based on studies done on them and reports made on them. This rating should be promoted publicly, building special repute in terms of contribution towards public development.
5.5 University Industry Association
In case of medical department, each medical school is associated with certain hospital. It would be highly feasible for different universities in different sectors if such a policy is made for every institute providing higher education. This also results in a win-win situation as the students in universities will be able to do research work on the respective associated organization conveniently, and the organizations can take the service of the university. The respective industries should also fund the research labs in the associated universities.
CHAPTER 6
Conclusion and Future Prospects
In our research we have focused on the institutions that various countries have developed to counter the problems related to university industry collaboration and what role these institutions have played in bridging the gap between the two entities. We believe that our findings and suggestions can be taken by our leaders and policy makers, who might ‘be intending’ to bridge the gap between our industry and academia, but need some triggering factor, or in this case, a triggering report, that can help them take the initiative
