Human resource information system is a system used to manage and keep all information about employees. (Wikipedia, 2012) Originally, it is used for the government to record data and makes a decision about the public issues. This system allows the managers or administrators to search the data of every employee and provide the information for them. Sometime, adding, updating some information of staffs is also possible. (Kaye, 1999) To say it in details, the jobs staffs do, skills they occupy, and performance they show can be displayed in a clear way. In addition to look up to the information, some other events could be done through this system. That is to say, maybe some other systems could be set up. In the case, the CIO has also mentioned that there is not a serious information system even.
This means an information system is extremely urgent. The primary items are the consideration when founding a HRIMS. First of all, do a plan is the first thing. This plan is facing the system including all human resource information, personal design and arrangement and formulating every kind of rules and regulations. The next step is to think over the system design and development. This consists of analyzing the present data and tables, defining the final content of data base and coding structure, stipulating the demand of human resource report and pattern and the information system technology of human resource data. (Massey, 1994)Then, it is the implement of this system. Taking the existent and future environment to find out potential problem is a part of this section. The last is to estimate the system such as the cost, confirming the specific asking and some others.
Selecting human resource information system encompasses a few steps. The first is to build a group. CGMS should arrange three to seven staffs to become a team. (Nusair & Parsa, 2007) Members of the team must have an IT with rich experience. Other ones should be scheduled with the typical situation that which department uses it. It has made ensure system users. The second is to set an object. For CGMS, the aim is to increase the profit, reduce the cost and regulate the human resources. Third one is to decorate panoramic including all the sorts of information. Fourth one is to determine the future needs. No matter the present situation, future needs are also taken into consideration. Then, it is the technology environment analysis. Of course, this depends on IT professional. The sixth one is to prepare budget. In CGMS’s state, it is better not to invest much money. So hiring a professional and monitoring the schedules is required. Following are the steps to carry out this.
In a conclusion, setting up a human resource information system is very necessary. After founding this, many problems can be easily settled down.
