这是一篇关于CGMS公司的描述案例,该公司主要是在全球范围内发展矿产业务。众所周知,CGMS一直处于该行业的领导地位。从媒体评论来看,CGMS尽管享有很高的声誉和及行业重视,然则现在有一个问题却不容忽视。首要问题主要是关于公司做为行业领导者迫切需要解决就是资本损失情况。资金链目前处于比较糟糕的情况之下,从而也导致了许多不良影响发生。第二个问题人员过剩。根据公司的经营特点,公司过多的雇佣了大批工作员。然而更多的情况之下,员工的数量是远高于公司的业务需要。人力资源问题也使公司资本陷入了困境。该公司经营的业务技术成份比较高,员工的跳槽率也是影响公司发展的主要障碍。


This case describes a company named CGMS which is the short of consolidated Global Mining Services. It is a well known company which for a long time is the industry leader. In external comments, CGMS also gets high reputation and well respected. However, now there is a problem existing. Main problems about the firm are as followings. The first and the urgent trouble is that capital of the corporation is in a fierce loss situation. Cash flow is also in a bad state because of the worst order status. The second trouble is overstaffed. According to the working features of the firm, a lot of employees were hired by this company. However, most times they are beyond the demand of the company. Then, it is the dilemma brought about by the human resource question. Since the firm is a high-tech company, the staffs that go to another company would cause a big threat to company. The last but not the least is that equipments are so old-fashioned and many high-tech systems that should be established are not built. This essay would analyze this problem from the opinion of human resource management and put forward some plans aiming at these above troubles.

 
Though the company has so many questions, shortly speaking it is mainly the human resource problem. Thus, in the discussion of the conference, more attention was paid to Stacey-the human resource director. Though this is a so difficult problem, some situation was raised.



Human resource is now more and more important. Along with the development of economy, human resource promotes to the most crucial resource. The middle and long term plan of a firm mostly is the event involved in humans. So the human resource plays the important role in the long term. It is reported that the direct human resource contributes to the cost decline for 28%. To say it in detail, human resource plays the leading role in this process. Towards the specific situation of this corporation, the excessive employees spend the most money. (Jago & Deery 2002) As the director of human resource, Stacey should take some measures to improve this.
 
An effective measure which could be resorted to is human resource outsourcing method. That means outsourcing the staffs and services to another professional firm that needs similar products or services. Combined with the typical state, Stacey comes up with a phenomenon in the firm: no one knows exactly what every employee is doing. A lot of employees changed the scales along with the actual need of the project. So, all above prove the loose control of staffs. It is the reality that employees in this firm are beyond the actual demand. Moreover all staffs are professional and well-specialized. Outsourcing can settle the balance of the cost reduction and maintain the human capital. (Costa, 2011) Furthermore, establishing a human resource management system do much good to keep the human resource.
