al Education (No.35 [2005]), Opinions of the Ministry of Education and Financeon Implementing Advanced Demonstration Higher Vocational College ConstructionProject (No.14 [2006]) and Several Opinions of the Ministry of Education on PromotingTeaching Quality of Higher-vocational Education (No. 16 [2006]).Among these documents, the most influential one is the Opinions of the Ministryof Education and Finance on Implementing Advanced Demonstration Higher VocationalCollege Construction Project (No.14 [2006]). The objective of this project is to construct100 higher vocational colleges with distinctive characteristics, highly recognized bysociety, and make them become domestically first-class and internationally influentialbases that provide well-trained talents for the regional economic and social development.They will serve as demonstration schools for the other higher vocational-technicalcolleges (HVTCs) and lead them to develop.
The prosperity of HVTE can also be seen from the increase of the number ofHVTCs and student enrollment. The number of independent HVTCs increased from 474in 1999 to 1215 in 2009. Each province has its own higher vocational-technical collegesnow. Apart from the HVTCs supported by official governments, many non-publicHVTCs emerge. The number of students enrolled by HVTCs surpassed that enrolled byfour-year colleges in 2002, In 2009, the number of students enrolled by HVTCs reached31,340,000, which is 6 times more than that in 1998 with 430,000 enrollments. By thefirst half of 2007, the student number of HVTCs nationwide had reached 8 million,accounting for 51.2% of the total student number of both the four-year colleges andHVTCs. From 2000 to 2010, HVTE had produced almost 13,000,000 skillful andqualified workers for China. It can be said that the higher vocational education hasalready accounted for half of the higher education of China in terms of scale. Until now,HVTE has done great contribution to social and economic development. As a result,people's discrimination against vocational education has been gradually changed. Withthe development of Chinese economy and immense need for skillful and qualifiedworkers, we firmly believe that HVTE will get more and more support from officialgovernments.


2. Literature Review


2.1 Brief introduction of CBI
In order to have an overall view of CBI, it is necessary to know about its evolution,definition and characteristics. Each of these is discussed in more detail below.


2.1.1 Evolution of CBI
CBI originated from the second language immersion programs developed inCanada in the 1960s. Immersion programs were initially developed to providemajority-group English speaking Canadian children with effective means of attainingproficiency in French. Approaches used in immersion program are completely differentfrom the conventional grammar-based approaches. In immersion program, secondlanguage teaching is embedded in a rich and meaningful communicative context. Thegoal of learning language is not grammatical perfection, but meaningful communicationamong students and teachers. Students remain motivated to learn the second languagewhen they have a sense of academic accomplishment and of increasing competence inusing the second language for communicative purposes. The results of Canadianimmersion program have shown that students can develop content knowledge at the sametime as they develop language skills.
