It is generally appeared from a sense of dissatisfaction with current trends in practice and a desire to change. It began as I am member of staff working in a private university and noticed the struggling of the university to keep up with the pace of external and internal challenges.
The Universities are aware of quality and competitiveness in higher education, and the existence of accreditation, rankings, awards, benchmarking, national societies, as well as selection standardized processes, in Juran’s words, the proof of the need (Juran, 1995) for quality improvement in universities. From the traditional intensive research universities to the newest smaller ones, the role of universities and higher education is essential for the development of the community where the stakeholders are. As to the evolution of the concept of quality in universities, there is an increasing requirement of accountability from the stakeholders. The community increasingly requires that the university is also efficient in use of resources so as to achieve the best results possible.
Higher education focuses now on achieving and sustaining high quality education. There is a need for surveying the current state of problems facing the higher education, a review of change management theories and an exploration of the TQM implementation feasibility in the higher educations.
The structure of the educational decision-making and administrative hierarchy of higher education in Egypt is composed of three authority levels. The first one is the president who forms the top management hierarchical administration level and the second is the mid-level administrative structure represented by the deans. Finally, the operational administrative levels are represented by the head of departments and lecturers.
1.3 Research questions
The research overall aim is achieved through answering the following questions:
1. What are the areas of work in the private universities in Egypt that need to be developed?
2. How do stakeholders view the principles of Total Quality Management as a tool for ongoing development?
3. What model of Total Quality Management could be applied to private universities in Egypt?
1.4 The aims and objectives of the study
The general purpose of this study is to examine the extent to which the TQM is applicable to the private universities in Egypt. This overall aim is distributed among several separate objectives:
1. To highlight the issues that needs addressing in the Higher Education.
2. To present a background survey on different approaches of change management.
3. To survey the literature about TQM in order to discover the fundamental philosophies of TQM, its gurus, its development and its tools and techniques.
4. To review the experience of TQM in private universities, its success in this field and to also identify limitations of TQM.
5. To examine the feasibility of applying TQM in the private universities.
6. To design a model for implementing TQM in the private universities.
