t explores the three constituents of the rhetorical situation in the State of the Union Address -- the exigence, the audience and the constraints. Then it studies the Address from content and form. It can be seen clearly how the speaker-audience identification is achieved. The significance can be shown in two aspects -- the theoretical significance and the practical significance. As for the theoretical significance, the research can enrich the application of the Rhetorical Situation and Identification. The study shows their explanatory power in public speeches, which can help people better understand the role of the rhetorical situation in our life so that they have a deeper understanding of the Rhetorical Situation and Identification. Thus it provides a useful research perspective for political speeches and has some academic value. As for the practical significance, it is beneficial for the rhetor to know how to properly show personal charisma, establish the most appropriate situation, and apply appropriate rhetorical strategies to identify the audience in order to obtain expected rhetorical effects. A lot of speech skills can be learned from this
thesis. What is more, it provides a useful way to appreciate political speeches, especially for President Obama’s art of speech.

At that time, ancient western rhetoricians just focused on speech methods instead of the scene where the oratory occurred. Therefore, Kairos seldom appears in c
