Chapter Four Analysis of Obama’s 2016 State of the Union Address 

The  rhetorical  situation  is  the  rhetorical  context  created  by  the  speaker.  The Rhetorical Situation has become an important guidance for discourse generation and rhetorical  criticism.  In  the  light  of  the  theoretical  framework  in  Chapter  Three,  this chapter  will  analyze  Obama’s  2016  State  of  the  Union  Address  in  detail.  At  the beginning,  according  to  Bitzer’s  Rhetorical  Situation,  it  explores  the  rhetorical situation of the State of the Union Address. Then within such a rhetorical situation, it analyzes what rhetorical strategies President Obama adopts to make himself identify with his audiences based on Burke’s Identification in order to achieve his goals. 

4.1 The Rhetorical Situation in the Address 

Any  rhetorical  discourse  is  based  on  the  rhetorical  situation.  The  political situation is the environment where political activities occur. However, not all political situations can result in political rhetorical behavior. Only when the political situation is rhetorical can it be called a political rhetorical situation. To be rhetorical, political situations  must  meet  three  requirements:  the  political  situation  needs  to  be  changed; the  political  situation  needs  to  be  changed  by  the  political  discourse;  the  political discourse is the result of the political situation. The  State  of  the  Union  Address  is  an  official  address  delivered  by  American presidents  every  year.  It  is  also  a  report  by  presidents,  which  is  required  by  the Congress. For a long time, people have regarded the State of the Union Address as a “the president’s annual message to the Congress”. It is a form. It is a tradition.
