There are three elements in Bitzer’s Rhetorical Situation. This paper tries to explain the exigence, the audience and the constraints.

Conclusion 

The  paper  carries  out  the  study  with  the  Bitzer-Burke’s  Model.  It  studies  the transcript  of  Obama’s  2016  State  of  the  Union  Address  in  order  to  examine  how President  Obama  delivers  his  rhetorical  discourse  to  impact  the  public.  Firstly,  the paper  introduces  the  research  background  and  the  previous  researches,  including studies on the Rhetorical Situation at home and abroad and studies on Obama’s State of  the  Union  Addresses.  Then  in  Chapter  Three,  based  on  Bitzer’s  Rhetorical Situation  and  Burke’s  Identification,  the  theoretical  framework  in  this  paper  is established  --  the  Bitzer-Burke’s  Model.  The  three  elements  in  the  Rhetorical Situation (the exigence, the audience and the constraints) and two types of rhetorical strategies  are  explained  in  detail  respectively.  Chapter  Four  discusses  the  rhetorical situation  in  2016  State  of  the  Union  Address  first.  It  solves  the  problem  of  how President  Obama  assesses  these  three  constituents.  And  then  it  analyzes  President Obama’ rhetorical strategies from content and form. From the analysis, it is clear how President  Obama  chooses  his  rhetorical  discourse  to  fit  the  rhetorical  situation.  The following are findings in this paper.
