Early in the international conference on women held in Copenhagen, Denmark, in 1910, delegates from all over the world had proposed the concept of equal pay for equal work between men and women. It was not until 1951 that the International Labor Organization passed the Convention for equal pay for work of equal value which ensures the application to all workers of the principle. While, the Equal Pay Act of 1963, signed by John F. Kennedy as part of his New Frontier Program, was adopted. As a United States Federal Law amending the Fair Labor Standards Act. The Equal pay Act of 1963 is aimed at abolishing wage disparity based on gender differences. That is to say, it’s prohibited to enact sex discrimination in remuneration for servants engaged in the same work of equal value. Thus in this way, maximum utilization of the available labor resources can be ensured and work efficiency can also be improved as well as the wages and living standards for employees necessary for their health and efficiency. For example, in some areas, women are more talented or more suitable to perform certain work like jobs related to communication which is of vital importance to the business cooperation of a company. In this sense, if equal attention or value is given to the female workers, more encouragement will be received and hostile work environment be shaped. Once all the employees are participated and ready to work for the company, resources can be further fully made of and better dual relationship can be reached.
