The first objective of the U.S. policy towards Sudan focuses on the ending of the tension, the violations of human rights, and the genocide in Darfur. To ensure this the United States will have to ensure that the civilians of Darfur are protected. They will do this by strengthening the AU-UN hybrid operations in Darfur. Next the United States has to work through negotiations to resolve the conflict in Darfur by renewing the Sudanese government and the rebel groups to agree to a ceasefire. Third the United States will have to set up some sort of system to support accountability by working with the people of Darfur to support local accountability mechanisms. The final step of the first objective is to improve the humanitarian situation in Darfur by working with humanitarian organizations to pressure the Sudanese government to fulfill the needs of the citizens by giving the citizens of Darfur more access to humanitarian supplies. The second objective of the US policy towards the crisis in Sudan places an emphasis on implementation of the Comprehensive Peace Agreement by allowing Sudan to be either one state that is peaceful or two separate states that can co-exist. To ensure this objective be achieved the United States must first recognize that there are several elements of the CPA that are missing. The United States will work with both of the parties to ensure the two parties resolve census and referendum issues that are unclear in the CPA. The second step is to strengthen the interaction of the international community within the implementation of the CPA. The third step is to end all of the tensions in the three areas. The United States will have to resolve the tension in Abyei, Southern Kordofa, and Blue Nile by developing a program for disarming, demobilizing and reintegrating these conflicts; and getting assistance from NGO’s to prevent these conflicts. The next step in this objective for the US is to help develop a system that will help with the sharing of wealth in the years after 2011. The US will toil with the international community help create a wealth-sharing system in the years after 2001 and to help solve any other political issues in Sudan after 2011. The fourth and final step for the success of the second objective of the US policy towards Sudan is to support a better system of governance in Sudan and to have better precision in the governing body of Southern Sudan. During this step the United States will work together with help from the international community to improve the security of Southern Sudan by strengthening the sector of the criminal justice system that focuses of improving security and improve Sudan’s trade with neighbors. Also the United States will work with the UN to strengthen programs like the U.N. Development Program’s Local Government Reform Program. [28]
