In the months to follow the signing of the DPA the Sudanese President Bashir will continue to refuse to honor his commitments to end the violence that is going on in Darfur. In response to these refusals by the President of Sudan, the President of the United States Bush issued Executive Order 13412. This executive order taking into consideration the provisions laid out by the DPA added additional pressure on the Sudan government to end the violence in Darfur through the use of sanctions. These sanctions cover several different areas which include: specially designated nationals, transactions dealing with petroleum industries in Sudan, transactions with non-specified areas of Sudan, transactions with specified areas of Sudan, financial relationships with Sudan, the involvement allowed by NGO’s and international organizations, and the penalties for violating these sanctions.

Under the area of these sanctions which talks about specially designated nationals uses two previous executive order to designate specific individuals as specially designated nationals and allows the Secretary of the Treasury to take actions in blocking any individual that meet the criteria of being specially designated nationals. These specially designated nationals include anyone that may cause a threat to the process of keeping peace and stability in Darfur. [12]

The area which deals with transactions dealing with petroleum in Sudan lies out the authority of any dealings having to do with petroleum with Sudan. This sanction prohibits any person or industry in the United States from making any type of transaction having to do with petroleum or the Sudanese petrochemical industries. No person can make any dealing having to do with petroleum through the entire country of Sudan and the prohibition not only includes those native of the United States but also those non-U.S. people who were able to make transactions with Sudan with the help of a U.S. person. The next area of the sanctions which talks about the transactions with non-specified areas of Sudan refers to the areas in which the United States cannot import any type of goods from inside of Sudan. These areas within Sudan that cannot be imported from include any area in Sudan with the exception of those regions in Sudan labeled as “Specified Areas” which will be labeled in the next area of the sanctions. There are two exceptions made in this area which include any goods that are worth no more than one hundred dollars to be imported as long as it’s either for personnel use only or for a gift to a person in the U.S. and if the merchandise is information or information based. This next area of the sanctions labels the areas in Sudan that there will be no prohibitions for the U.S. to deal with.
