3.0 Recommendation
3.1 Reducing operating costs
One of the goals of the reform of the UN is to make a reasonable use of contributions to improve operational efficiency and reduce operational costs, releasing the UN from the dilemma of operation of high costs, so that it will be able to operate in a reasonable / low cost level. By doing that, the majority of the undeveloped countries can assume some of the costs to avoid the few countries’ using money to intervene in the affairs of the UN, which fundamentally provides a solid economic base for the UN to play its own role (Blanchfield, 2011).
3.2 Establishing a democratic decision-making mechanism
The UN’s reform should contribute to the democratization of international regulation. Only developing the global system of rules democratically, can it have universal binding to get national voluntary compliance. Thus it requires that the UN should adhere to the principle of equality, including ensuring that all member states, in particular the developing countries’ should have right to participate in the process in formulating multinational rules, strengthening developing countries’ capacity in participating in international rule-making process and providing them with knowledge and technical assistance, at the same time, for the requirements of the member states, it should respond in a timely and responsible manner. International rule-making process should be open and transparent, the UN and its affiliated agencies’ work procedures should be open and transparent to be convenient for its members’ involvement and supervision (Okhovat, 2011).
3.3 Promoting a comprehensive development
The reform of the UN should pay an equal attention to problems of development, poverty reduction and promotion of sustainable development-related issues as what it treats peace and security issues. World peace, security and the common development, prosperity have a close relationship. Developing countries have eagerly looked forward to the UN’s promoting the equilibrium of the world economy, healthy and sustainable development. The UN’s reform should be conducive to its better fulfilling its functions to promote the common development and prosperity of all countries, rather than weaken its capacity in this regard (Gallagher, 2012).
4.0 Conclusion
The UN has some problems in the operation and management, and therefore it can not be regarded as a fully democratic organization, as it needs to be reformed, the reform measures include reducing operating costs and improving efficiency, establishment of a democratic decision-making mechanism, as well as refraining from double standards to promote the peace, security, development, equality, welfare-round development of different countries.
