Develop a Plan of Action 制定行动计划
Obtaining immediate comprehensive mental health evaluation is central to the action plan. If unable to secure voluntary surrender, then pursuit of Arizona’s civil confinement law would be in order. This entails a family member or responsible adult petitioning the court to confine Loughner for treatment. Kristina Ragosta, legislative and policy counsel for the Treatment Advocacy Center, stated: “At the end of the day, this suspect sadly could have benefited by court ordered treatment” (Netter, 2011).
Evaluate 评估
Did I do the right thing? Yes. Admittedly, the benefit of retrospection in this tragedy is obvious. While most individuals afflicted by mental illness will not go on to commit crimes, repeated reports of disturbing behavior in the public setting dictate mental health evaluation. My actions were ethical in that the rights of all were considered, and ethical principles and theories were examined and found to support my proposed alternative of choice. Issues that may interfere with proposed action include the fact that Arizona lawmakers, in the past year, have slashed services for adults suffering from serious mental illness and eliminated nearly all of the general mental health coverage for adults.
Conclusion 结论
The purpose of this paper is not to dispense blame, but rather, to learn from and raise awareness of options for those exhibiting troubling public behavior. The support of decision-making models, along with ethical principles and theories can provide guidance to the health care professional confronted with such an ethical dilemma as described above, and allow for consideration of the rights of all. As demonstrated by the recent Arizona shootings, the outcomes of such ethical dilemmas can have far-reaching consequences. As health care professionals, it is imperative that we look beyond the stigma of mental health and advocate both for the mentally ill and for society in recognizing and acting upon those suffering signs or symptoms of serious mental illness. While ethical dilemmas can not be solved, resolution can be achieved through the collaborative application of systematic processes.
