In most of the cases devaluation is one of the ways that will help correct balance of payments deficits. In other words, this means reallocating resources from the domestic consumption to foreign consumption – that is, moving resources to compete with export oriented industries. In a sense, devaluating means that domestic products now become cheaper and foreigners will find it more profitable for them to buy our products. However, if the country relies heavily on imports of goods from other countries, devaluation will worsen the purchasing power parity of the domestic consumers.

 

The striking question arising from the economic crises during the 1990s was why devaluation was almost always postponed until the crises hit while it was easily observable from worsening balance of payments problems. Being an inevitable process in most cases, these delays twisted in much greater costs. An initial explanation of the failure to act in the first place can be explained as actors involved in decision-making are short of perfect foresight. However, based on the rate of recurrence of this particular event, we can suggest that there are other factors involved to make the response ambiguous. Furthermore, we argue that explaining deferral in devaluation, on the basis of economic efficiency alone, is difficult and vague. Though, taking into consideration the political implications for such economic contemplations makes the pattern become much more clear and understandable.

 

The paper is organized in the format that initially it offers a brief review of principal economic issues related with devaluation. It continues with a second section of exploring the political dimensions of devaluation. Furthermore, the third section follows the outcomes of the earlier ones and offers an assessment of some decisions taken before. The fourth section examines delayed revaluation and checks whether revaluation will be delayed further. Finally, the last part provides a conclusion with reforms proposed to refrain governments from extensive delays in the future.

 

Literature Review

 

According to IMF, balance of payments difficulties for a country can come as a result of bad luck, inappropriate policies, or both at the same time. To say that a country finds itself in a balance of payments difficulty means when “sufficient financing on affordable terms cannot be obtained to meet international payment obligations .” If this situation continues for a long time, we can expect that the economy might burst into a crisis. The country’s currency may be forced to depreciate, which will in turn make imported goods and capital more expensive.
