1.1 Background of the study

Especiallyafter China entered WTO in 2001, more and more foreign companies, organizations,institutions have flooded into China main land, and at the same time, our government,enterprises also have more connections with the whole world. In light of China’s fast paceof development and internationalization, our society requires more and more foreignlanguage elites with high quality, multiple skills, international vision, and capacity ofimplementation. Under this circumstance, traditional English undergraduates who onlyhave a good command of English language can no longer meet the demand of our society.That’s why many English majors face serious problems of getting a job. Innovation of ourcultivation mode of English undergraduates is inevitable. National Outline for Medium andLong-term Education Reform and Development (2010-2012) points out that “new modes ofpersonnel training should be innovated. While respecting the laws of education andpersonnel development, teaching reform should be deepened, new education teachingmethods innovated, a variety of training approaches explored, and a constant emergence ofnew talent and top-class innovators in all disciplines facilitated.”To fulfill the above requirements, the following questions shall be figured out first:“How to innovate? Where is our direction? What is the base of reform?” Needs analysis isthe premise of setting up right goals, making appropriate teaching policies, developingproper curricula and improving teaching materials, so it shall serve as the base for Englishundergraduate cultivation innovation.

1.2 Significance of the study

Shu(2004) considers that in foreign language teaching, needs analysis can provide frameworkfor formulating policy, designing curricula, determining scope and content of foreignlanguage courses, setting up objectives and improving teaching methods, and its result canalso be used as a reference of assessment of current curricula. Cohen believes that needsanalysis can be used to: identify student’s instructional needs; ascertain weakness instudents’ achievements; provide information on in-service needs; determine where deficitsexist so that they can be addressed; and identify areas for expenditure and educationaldevelopment (Cohen et al. 2000:90).
