The staff in each department shall analyze the current circumstance to find appropriate development method. Generally speaking, any activity related to environment will definitely require some expense. Meanwhile, any positive activity related ecological environment improvement or protection may bring some revenue as well, for instance, tax deduction and exemption on environment-friendly products, products with environment certification entering a new market and thus increasing sales volume, or products meeting some environment index thus escaping punishments and penalties of regulations or economic sanctions so as to create some benefits. In addition, it also includes the environment auditing report, future expectations and so on. In fact, any thing relating to the environment quality with significant features can be listed into the environment quality performance system and revealed with quantization or non-quantization.
