To solve this problem, we must depart from the current situation, identify the crux of the problem. The author in October 2010 to December, on the Northwest of urban public high school teachers' educational technology ability were investigated. Purpose is to figure out towns Northwest of public secondary school teachers of educational technology capabilities and shortcomings of existing and proposed technical capacity to improve teacher education and specific programs.

笔者采用查阅文献和调查问卷的方式，调查了皖西北城镇公立中学教育技术设施情况和教师在教育教学过程中对媒体资源、网络资源的应用，运用现代教育技术的方式、熟练程度和使用效果。

Northwest of the survey is a total of five urban public high schools, the survey questionnaire sent five educational technology management personnel were returned 5, the recovery rate 100%, 100% efficiency, teachers of 400 questionnaires, 383 were recovered, the recovery rate 95.75 %, 372 valid questionnaires, efficiency 97.13%. 198 teachers were male, 174 female teachers; seniority in 132 people below 10 years, seniority in the 10 to 20 162 people, more than 20 years teaching experience 78; at the level of a college degree, undergraduate, graduate teachers were 60 people, 252 people, 40 people.

Whether teachers have a good learning environment for teachers educational technology is able to master the skills of information technology plays a decisive role. If the teachers' working and living environment in no condition to learn IT, then teachers produce learning information technology awareness, access to information technology is also out of the question. Therefore, the author based on primary and secondary modern education technology and equipment, Anhui basic requirements and standards (Trial) investigated the situation of education in schools technical equipment.
