ember 31, 2007. [21] The UN resolution 1769 laid out three standards for the African Union-United Nations Hybrid Operation in Darfur as they deployed in 2007. The first was to set up a headquarters for operations and to find someone to cover the costs of the troops for the personnel deployed to the AU mission in Sudan. The second standard set was for the peacekeeping force by October of 2007 to have the necessary arrangements made for them to take control authority of the personnel deployed to the AU mission in Sudan and control of the AU-UN personnel. The third and final standard laid out by the resolution was for the AU-UN hybrid force to take control from the AU Mission in Sudan by no later than December 31, 2007. [22] The United States will be the largest contributor to this hybrid peacekeeping force. The U.S. have funded about one quarter of the cost of the AU-UN hybrid peacekeeping operations. [23] During the years prior to the resolution 1769 the U.S spent over four hundred and fifty thousand dollar to build bases for the AU forces in Darfur which are now under the control of the AU-UN hybrid operation. Along with funding these operations the United States has been training over seven thousand Rwandans to contribute to the AU-UN hybrid operations in Darfur and have made sure they are well equipped and prepared for the crisis. [24] All of these actions by the United States took place during the presidency of only one President, George W. Bush. As the 2008 election approached and a new president coming into office the policy on the crisis in Sudan may be changing completely.

 

President Bush was a little more than two weeks away from stepping down as the position of the president. With only fifteen days left as president, Bush would order the airlift to deliver vehicles and equipment to the Darfur region of Sudan to strengthen the peacekeeping efforts in Darfur. According to Sheryl Stolberg, “The airlift is intended to support the year-old joint peacekeeping mission of the United Nations and the African Union in Darfur. It will not involve direct American military action or the donation of American supplies.” [25] These were the last actions by President Bush in accordance to the crisis in Darfur. This now ushered in a new president and a new policy for this crisis in Darfur.

 

To quote a statement made by President Barack Obama on the Sudan Strategy, “For years, the people of Sudan have faced enormous and unacceptable hardship. The genocide in Darfur has claimed the lives of hundreds of thousands of people and left millions more displaced. Conflict in the region has brought more suffering, posing dangers beyond Sudan’s borders and blocking the potential of this important part of Africa. Sudan is now poised to fall further into chaos if swift action is not taken.” [26] Based on this statement made by President Obama he has seen the potential dangers outside and within Sudan and the necessity to make the essential policy moves to ensure the end of this crisis.
