5.1 Principle 1:the most recent used version is the consistent one.

It means when the political terms are not discussed in the Report on the Work of theGovernment,if English translated versions released by the same highest authoritative mediaor used in the speech of the same leader are multiple,the most recent used version is theconsistent one.

We must know the classification of the highest authoritative organization.First,thehighest authoritative includes the National People’s Congress of the People’s Republic ofChina,the National Committee of the Chinese People’s Political Consultative Conference,the State Council,Central Compilation and Translation Bureau.Second,the highestauthoritative media refers to Xinhuanet,CCTV,Chinadaily(Liu,2019,1(01):120).Thisprinciple requires that the latest translated version is the one for us to choose as the consistentif versions in the same highest authoritative media like Xinhuanet and Chinadaily,or in thedifferent speeches delivered by the same leader like President Xi or Foreign Minister WangYi,are different when the political terms are not mentioned in the Report on the Work of theGovernment.

For example:(1)原文:“春苗行动”译文1:“Spring Vaccine”action(Xinhuanet,11 April,2021)译文2:Spring Vaccine action(Xinhuanet,29 March,2021)

This political term is not stated in the Report on the Work of the Government.Accordingto principle 1,the two translated versions are from the same highest authoritative media,Xinhuanet,but the first translation was released at the latest.Therefore,we choose thetranslated version 1 as the consistent one.There is special political meaning about“春苗行动”.Therefore,quotation marks should be used to highlight its uniqueness.The appropriatetranslation should be:“Spring Vaccine”action.

6.1 Major Findings
